Consolidated application of
various carriers for an exemption
pursuant to section 416(b) of the            Docket 30638

                            ORDER GRANTING EXEMPTION

     On March 18, 1977, various carriers 1/ filed a consolidated application
whereby they request an exemption pursuant to section 416(b) of the Federal
Aviation Act of 1958 to enable them to transport without charge 25 ATC-or
IATA-approved travel agents and six ATC instructors/representatives from
various points within the United States to and from Chicago to attend three
marketing workshops sponsored by United Air Lines, Inc. (United) and the
American Society of Travel Agents, (ASTA). Three four-day training sessions
would be held between July 20 and September 24, 1977.

     In support of their application the carriers state that the objectives
of the workshops are to give the travel agents an opportunity to listen to
industry leaders discuss marketing and selling ideas and techniques that can
be effectively applied by the retail agent to generate new travel markets
and expand existing ones, and to give travel agents practical experience in
these marketing ideas through the use of team projects and exercises. The
carriers' allege that the marketing workshops will benefit the travel-agency
industry, the airline industry, and the public in general, and state that
the Board has previously granted carriers authority to provide free trans-
portation for travel agents and instructors to and from training schools in
connection with programs which were essentially the same as that herein
involved. 2/
