              ORDER DENYING MOTIONS TO DISMISS OR POSTPONE, TO
              PERMIT SUMMARY DISPOSITION BY STIPULATION, TO JOIN
            ADDITIONAL PARTIES, AND TO CONSOLIDATE AN APPLICATION

     There are pending for Board action in the above entitled proceeding
the following motions:

          1. A motion by British Airways Board filed on
     November 8, 1976,to dismiss or postpone the proceeding.
     An answer supporting the motion has been filed by Air BVI
     Limited and answers opposing it have been filed by Seaboard
     World Airlines and the Bureau of Operating Rights.

          2. A motion by British Caledonian Airways filed on
     November 8, 1976,to permit summary disposition of the
     proceeding by stipulation.- Answers opposing the motion
     have been filed by Seaboard and the Bureau of Operating Rights.

          3. A motion by British Caledonian Airways filed on
     November.9, 1976,to join as parties to the investigation a
     number of United States air carriers that are authorized to
     conduct operations embraced within the scope of the Air
     Services Agreement between the United States and the United
     Kingdom. An answer opposing this motion has been filed by
     the Bureau of Operating Rights.
