Application of Skyventures, Inc., for an exemption from Title IV and section 610(a)(4) of
  the Federal Aviation Act of 1958, as amended
                       ORDER GRANTING RELIEF

  By application filed January 2, 1976, Skyventures, Inc. (Skyven-
tures), a corporation organized under the laws of Oregon, requests an
exemption from Title IV and section 610(a)(4) of the Federal Aviation
Act of 1958, as amended (the Act), in order to engage indirectly in the
air transportation of persons for a 2-year period.
  In support of its application Skyventures alleges, inter alia, that un-
der the requested authority it proposed to hold out, arrange, and coor-
dinate charter tour flights, primarily all-inclusive, using the services of
air taxi operators; that its tours will be designed to offer small special-
interest groups, such as sports enthusiasts and sightseers, trips to
various quality destinations throughout the North American Conti-
nent; that it will arrange itineraries, ground accommodations, and ac-
tivities, and the supply of aircraft, crew, and support activities from ex-
isting licensed general aviation operators; that it will market the tours
partially through travel agents and partially by its own employees; that
it will maintain liability insurance in the amount of $75,000 per
customer and will have a special guarantee executed by the First State
Bank of Oregon guaranteeing payment of all refunds to which tour par-
ticipants may be entitled; that it estimates that during the 1st year of
service between 600 and 1,000 persons will participate in the tours; I and
that the proposed service is experimental in nature and unique in that
it combines the use of general aviation aircraft with the highest stand-
ard of passenger accommodation and support services available in
North America.
  No answers to this application have been filed.
  Upon consideration of this application, we have decided to grant
Skyventures the requested relief from Title IV of the Act2 for a 2-year
period, subject to certain conditions. Skyventures' proposed service is
unique and experimental in nature. It proposes to offer to small special-
interest groups especially tailored tours, and to coordinate the re-
quirements of such tours with those of the air taxi operators desiring to
provide the direct air service. Skyventures' proposed operations would
appear not only to potentially benefit the public by offering tour oppor-
