Application of

   PILGRIM AVIATION & AIRLINES, INC. :        Docket  41944
   d/b/a PILGRIM AIRLINES

for a certificate of public con-
venience and necessity pursuant to
section 401(d)(1) of the Act
authorizing it to engage  in
interstate and overseas
scheduled air transportation


                                FINAL ORDER

     By Order 84- 3-36, adopted    March  8,     1984, we directed all
interested persons to show cause why we should not  make final our tentative
findings and conclusions that Pilgrim Aviation  & Airlines, Inc. is fit,
willing, and able to engage  in interstate and overseas scheduled air
transportation of persons, property, and mail under  section 401(d) (1) and
that the relationships among Pilgrim Aviation  & Airlines, Inc., Pequot
Aviation and Mr. Joseph Fugere be exempted frn   sections 408 and 409 of the
Act.  Interested persons were given 15 days  to file objections.

     No objections to Order 84- 3-36  have been  received.

     ACCORDINGLY,

     1.  We find that Pilgrim Aviation & Airlines  Inc. is fit, willing and
able to engage in interstate and overseas scheduled  air transportation of
persons, property, and mail under section 401(d)(1);

     2.  We exempt the relationships among Pilgrim Aviation  & Airlines,
Inc., Pequot Aviation, and Mr. Joseph Fugere  from sections 408 and 409 of
the Act;

     3.  We will issue a certificate of public  convenience and necessity to
Pilgrim Aviation & Airlines, Inc.  This authority  shall became effective
five days after the Board has received  from the FAA a copy of the
applicant's Air Carrier Operating Certificate and Operations  Specifica-
