     An agreement 1/ between various nmber  air carriers of the
International Air Transport Association (IATA) has been filed with
the Board pursuant to section 412 (a) of the Federal Aviation Act of
1958 and Part 261 of the Board's Econcmic Regulations.  The agreement
was adopted at the 35th -Joint. Specific Ccnadity Rates Board held in
Geneva on Octdber 4-6, 1983.1'

     Insofar as the agreement affects foreign air transportation as defined
by the Act, it names several new and revised specific ccmrdity  descriptions,
and adds, cancels, and changes several specific ccrodity  rates applicable
to cargo transportation between the United States and Europe, Africa, the
Middle East  the North/Cetitral Pacific, and South pacific.. We will approve
these changes as specified in Agreent   C.A.B. 29122.  Based on our review of
information submitted and other relevant data, we ccnclude that the agreement,
as conditioned, will not result in rates that are econanically unlawful
or injurious to ccpetition  in the markets at issue.  Our approval,
however, will be subject to the coiditions set forth in PS-109, February 27,
1983, regarding adherence to the Standard Foreighi Rate Level (SFRL). When
each IATA carrier files its implementing tariffs, 'its revised specific
ccmrdity  rates (SCRs) may not exceed canparable bulk general cargo rate
(GCR) levels. 2/

     Pursuant. to authority duly delegated by the Board in the Board' s
Regulations, 14 CFR 385.26a:

     1.  We do not find that Agreement C.A.B. 29122, R-1 through R-5,
is adverse to the public interest or in violation of the Act provided that
approval is subject to the conditions herein ordered; and


1/ IATA Memorandums COMP SCRB 0252, 0254, 0257, TC31 Rates 0056 and 0057,
   and TCl2 Rates 0167 and 0168.
2/ Docket 37444.  Premium rates, establishing SCRs above GCR levels for
   specific ccxomedities that require special handling, are subject to
   SFRL ceilings (PS-109, at 15).
