                             ORDER D4ffYING APPEALS

     By Order 81-8-88, August 14, 1981,  the Bureau of Domestic Aviation,
acting under delegated authority,  issued its essential air transportation
eligibility determinations for Baker and Roseburg,  Oregon.  Both Baker and
Roseburg were deleted from Airwest's certificate  in 1973 by Crder 73-3-50
and were therefore entitled to an essential air  service review under sec-
tion 419(b)(2)(B) of the Federal Aviation Act  as amended by the Airline
Deregulation Act of 1978.  The Bureau determined  that Baker and Roseburg do
not meet the criteria of Part 270 of our Regulations  for eligibility in the
small communities program.

     Both communities filed appeals of  the Bureau's eligibility determinations,
the City of Roseburg on December  18, 1981, and the City of Baker on January 4,
1982.  By Order 82-2-33, February  5, 1982, we designated an appeals panel to
review the eligibility determinations and submit  a recommendation to us.  The
appeals panel met with the civic officials of  Roseburg on March 23, 1982 and
Baker on March 25, 1982.

     Baker, a community located  100 miles southeast of Pendleton, its nearest
air service center, and 140 miles  northwest of Boise, its nearest hub, meets
our highest isolation criteria under Part  270 of our Regulations. 1/  According
to the appeal filed by the oamnunity, Portland,  303 road miles to the west,  is
Baker's primary community of interest and  Boise is its secondary community of
interest.
