ORDER


     Agreements 1/ among various members of the International
Air Transport Association (IATA) have been filed with the Board
under section 412(a) of the Federal Aviation Act of 1958  (the
Act) and Part 261 of the Board's Economic Regulations.  The
agreements were adopted by mail vote for intended effectiveness on
February 1, 1983.

     The agreements would amend bulk unitization charges and general
carao rates between Australia-New Zealand (C.A.B. 28926) and amend
cargo rates between Mexico-Middle East/Africa (C.A.B. 28932).  We
will approve those portions of the agreements which govern rates that
are either directly applicable to/from U.S. points or combinable
with those to/from U.S. points and thus apply indirectly in foreign
air transportation as defined by the Act.

     Pursuant to authority duly delegated by the Board in the
Board's Regulations, 14 CFR 385.26a:

     1.  We do not find that the following resolutions, which are
incorporated in Agreements C.A.B. 28926, R-1 and R-2, and C.A.B.  28932,
R-1 and R-2, are adverse to the public interest or in violation of
the Act.
