ORDER GRANTING EXEMPTION IN PART


     By application filed August 6,
August 19, 1981, TACA International
carrier, requests an exemption from
scheduled Los Angeles/San Francisco
on its permit-amendment application
39879.  The proposed flight routing


1981, and amended August 11 and
Airlines, S.A., an El Salvadorian
section 402 of the Act to provide
service, pending final Board action
to add those U.S. points in Docket
is as follows:


          Between the terminal point San Salvador, El
          Salvador; the intermediate points Guatemala
          City, Guatemala, San Pedro Sula, Honduras,
          and Belize City, Belize; and the coterminal
          points Los Angeles and San Francisco.  1/

     In support of its application, 2/ TACA states that there  is a
strong, unmet demand for El Salvador-Los Angeles/San Francisco  scheduled
service, those U.S. points being important commercial centers  for El
Salvador and other Central American countries, and it notes our position
stated in the United States-Central American Show-Cause Proceeding,  Order
79-11-e7, that we would be prepared to exchange  liberal traffic rights
and expand competitive opportunities for certain Central American


1/  TACA's foreign air carrier permit, most recently amended  and reissued
by Order 80-10-69, authorizes the carrier to conduct scheduled  service
between San Salvador and Miami or New Orleans, via various Central
American intermediate points.  The carrier also holds exemption  authority
to conduct Houston scheduled service by Order 82-4-68.  TACA  has permit-
amendment applications pending in Docket 38821 to add Houston  and in
Docket 39879 to add Los Angeles and San Francisco.
2/  At the time TACA filed and amended this application, United  States-
El Salvador aviation talks were not scheduled.  Since the TACA  filing, a
U.S.-El Salvador Air Transport Agreement (Agreement) was  signed on
April 2, 1982, and recently ratified by the Government  of El Salvador.
