Application of

     AERO-CHAGO, S.A.                       Docket 41056

for a foreign air carrier permit
pursuant to section 402 of the
Federal Aviation Act of 1958,
as amended



                        ORDER DEFERRING APPLICATION

     On October 18, 1982, Aero-Chago, S.A., filed an application  for a
foreign air carrier permit to allow it to engage in nonscheduled  foreign
air transportation of .property and.mail between: (a) the Dominican
Republic and Miami; and (b) the Dominican Republic; the intermediate
points Borinquen, Ponce, and San Juan, Puerto Rico, and St. Croix,  U.S.
Virgin Islands, and the terminal point St. Thomas, U.S. Virgin  Islands.
The applicant further requested that its application be processed  by our
expedited licensing procedures set forth in Subpart Q of our Rules  of
Practice.

     The application, however, is incomplete, because it lacks  statements
under oath by each officer, director, manager, and stockholder as  required
by item 1(d) in the Appendix to Part 211.

     In addition, the application was not served upon all the  required air
carriers, state regulatory agencies, mayors, and airport authorities  (see
Rule 1705(b)).

     Therefore, the staff, acting under delegated authority, has  decided
to defer processing Aero-Chago's application in Docket 41056 until  the
carrier has complied with the technical and procedural requirements  cited
in this order.  We believe deferral of the application, rather  than
rejection, is the proper course of action since otherwise the application
is generally complete.
