Application of

     ARCTIC CIRCLE AIR SERVICE, INC.     :            Docket 40619

for a Certificate


                                  ORDER

     By Order 82-9-99, September  23, 1982, the Board granted Arctic
Circle Air Service, Inc.  (Arctic Circle) a certificate to engage in
interstate and overseas air transportation.   This authority was to
become effective five days after the Board  received from the FAA copies
of the carrier's Air Carrier Operating  Certificate and Operations
Specifications, accompanied by a letter  from the FAA.  Those documents,
constituting the safety report by  the Secretary of Transportation as
required under the Act, were received  on October 1, 1982.  Under the
condition, absent a stay,  the certificate would automatically become
effective on October 8,  1982.

     By motion dated October  1, 1982, the carrier requested immediate
action on the FAA submission because  it plans to commence service under
the certificate on October  1, 1982.  Review of the documents is
satisfactory and reveals no reason to withhold  the carrier's authority.
Therefore, the effective date of Arctic  Circle's certificate will be
advanced to October 1,  1982.

     Under authority delegated by  the Board in its Organization
Regulations, 14 C.F.R. §385.21(g)(1):

     IT IS ORDERED THAT:

     1.  Ordering paragraph  3 of Order 82-9-99 is amended to read:

          4.  The authority granted  here shall become effective on
     October 1, 1982; Provided that  the continuing effectiveness of the
     authority granted here is conditioned  upon the timely payment of
     such license fees as we may prescribe.

     2.  The certificate of Arctic Circle  Air Service, Inc. is reissued
in the attached form to reflect the  actual effective date.
