                                      ORDER

     Agreements among various members of the International Air Transport,
Association (IATA) have been filed with the Board under section 412(a) of the
Federal Aviation Act of 1958 and Part 261 of the Board's Economic Regulations.
   y were adopted by mail vote.

     The agreements propose extension of the effectiveness of the current U.S.-
Europe cargo rate structure, due to expire on September 30, 1982, until December 31,
1982.  No revisions are proposed.  We will approve the agreements, in keeping with
our earlier approval of the rates at issue.

     Acting under the Federal Aviation Act of 1958, as amended, and particularly
sections 102, 204(a), 412 and 414:

     1.  We do not find that the following resolutions, which have direct appli-
cation in foreign air transportation as defined by the Act, are adverse to the
public interest or in violation of the Act:

     2.  We will grant antitrust immunity to Agreements C.A.B. 28820 and C.A.B.
28821, set forth in finding paragraph 1 above.  These agreements are a product of
   a IATA conference machinery which the Board approved and immunized by Order
   -5-113, May 14, 1979, pending the conclusion of proceedings in Docket 32851. The
   Fective date of the Board's final order in that proceeding (Order 81-5-27, May 6,
1981), in which the conference machinery was conditionally approved and immunized
for a period of two years, has been stayed until further order of the Board, by
Order 82-3-77, March 12, 1982.  Accordingly, we will continue to grant antitrust
immunity to those IATA agreements found not to be adverse to the public interest
or in violation of the Act.
