     Notice of Intent of

           BIG SKY AIRLINES                            Docket 40482

      to reduce service below the essential
      air service level at Havre, Montana


      Application of

           BIG SKY AIRLINES                            Docket 40483

*     for an exemption under section 416(b)
      to reduce service at Havre, Montana,
      in less than 90 days and to institute
      an alternate service pattern


                            ORDER APPROVING REDUCED SERVICE AND
                                 ALTERNATE SERVICE PATTERN

           On February 26, 1982, Big Sky Airlines filed notice in Docket 40482 of its
      intent to reduce its service at Havre, Montana, below the essential air service
      level as outlined in Order 80-1-44, January 7, 1980. 1/  Further, in Docket
      40483, it filed an application for authority to provide an alternate service
      pattern to Havre and an application for an exemption from the 90-day notice
      provisions to institute its service plan on April 1, 1982.

          Big Sky receives subsidy, authorized under section 419 of the Act, for the
     provision of essential service at Havre, and, by Order 81-10-103, it was allowed
     to alter its service pattern at Havre to substitute one nonstop or one-stop
     round trip per day to Billings for one of its Great Falls round trips. Its
     current request is that all of Havre's essential air service be provided to
     the Billings hub with one-stop service over the intermediate point, Lewistown,
     Montana, using Cessna 402 aircraft.


     1/ Essential air service at Havre is defined as two daily round trips on
Wweekdays and two round trips over the weekend period between Havre and Great
      Falls, providing at least 9 seats in each direction per day on weekdays and 9
      seats in each direction over the weekend period.
