                            ORDER

    'bn March 17, 1981, Gem Investors, Inc. d/b/a Golden
Gate Airlines (Golden Gate) filed an application under
section 401(d) (5) (A) of the Act for unused authority in the
Boise-Pendleton, Boise-Reno, Boise-Salt Lake City, and Grand
Junction-Salt Lake City markets. In the Boise-Pendleton
market the authority of United Air Lines is unused within
the meaning of section 401(d)(5). In the Boise-Reno market
the authority of Hughes Airwest, U S Air, Inc., Braniff Airways,
Inc., Continental Air Lines, Inc., Frontier Airlines, Inc.,
Northwest Airlines, Inc., Air California, Ozark Air Lines,
Inc., Piedmont Aviation, Inc., Pacific Southwest Airlines,
Inc., Republic Airlines, Inc., Texas International Airlines,
Inc., United Air Lines, Inc. and Western Air Lines, Inc.
is unused within the meaning of section 401(d) (5). In the
Boise-Salt Lake City market the authority of U S Air, Inc.,
Braniff Airways, Inc., Continental Air Lines, Inc., Frontier
Airlines, Inc., Northwest, Inc., Air California, Ozark Air
Lines, Inc., Pacific Southwest, Inc., Republic Airlines,
Inc., Hughes Airwest, Texas Internatinal Airlines, Inc.,
United Air Lines and Western Air Lines, Inc. is unused
within the meaning of section 401(d) (5).  In the Grand
Junction-Salt Lake City market the authority of Frontier
