                                     WATERTOWN, NEW YORK:
                                     1. The Department tentatively reselects Chautauqua Airlines, Inc., to provide essential
                                     air service at Massena, Ogdensburg, and Watertown. New York;
                                     2. The Department tentatively sets the final rate of compensation for Chautauqua for
                                     the provision of essential air service at Massena, Ogdensburg, and Watertown, New
                                     York, at $850,856 the first year and $616,996 the second year, as described in
                                     Appendix C, payable as follows: for each calendar month during which essential air
                                     service is provided, the amount of compensation shall be subject to the ceiling per
                                     service day of $2,802.66 the first year and $2,032.07 the second year and shall be
                                     determined by multiplying the subsidy-eligible available seat-miles flown during the
                                     month 7 by S.05972 8 the first year and S.04330 9 the second year;
                                     3. In the event competing applications are made, the rate in ordering paragraph two
                                     will become final until further Department action;

                                     4. In the event no objections or competing proposals are filed, all further procedural
                                     steps will be deemed waived and this order shall become final on the twenty-first day
                                     after the date of service of this order;

                                     5. The total estimated cost of this order for Massena, Ogdensburg, and Watertown,
                                     New York, in fiscal year 1993 is $148,541; funds not to exceed this amount are
                                     currently available, lu This order provides for compensation to be rendered during
                                     future fiscal years, and is issued pursuant to Section 9113 of the Aviation Safety and
                                     Capacity Expansion Act of 1990, P.L 101-508, November 5, 1990. Subsidy
                                     payments under this order for future fiscal years are subject to the availability of funds
                                     6. The Department directs all interested parties to show cause within 20 days of the da
                                     of service of this order why we should not make final the tentative findings and
                                     conclusions set forth above. Objections should be filed with the Documentary Servic
                                     Division, C-55, Room 4107, Department of Transportation, 400 7th Street, S.W.,
                                     Washington, D.C. 20590. Carriers interested in filing competin* proposals to serve
                                     Massena, Ogdensburg, and Watertown, New York, should submit such proposals (an
                                     original and rive copies), including the data required by section 204.6 of our regulatio,
                                     to Mr. Dennis J. DeVany, Chief, Service Analysis Division, P-53, Room 6401,
                                     Department of Transportation, 400 7th Street, S.W., Washington, D.C., 20590; 11

                                     7. The Department directs Chautauqua Airlines, Inc., to retain all books, records, and
                                     other soure and summary documentation to support subsidy claims for payment and
                                     preserve and maintain such documentation in a manner that readily permits the audit
                                     and examination thereof by representatives of the Department. Such documentation
                                     shall be retained until the Department indicates that the records may be destroyed or an
                                     audit has been completed. Copies of flight logs for aircraft sold or disposed of must
