                             We grant the petition for reconsideration filed by
                             BIG SKY AIRLINES on April 12, 1993, and the
                             petition for reconsideration filed by the GOVERNOR
                             OF MONTANA's ESSENTIAL AIR SERVICE TASK. FORCE on
                             April 23, 1993, in Dockets 42661 and EAS-546;
                             Upon reconsideration, we affirm our previous findings
                             and conclusions set forth in Order 93-3-40, except
                             as modified in ordering paragraphs 3 and 4 below;
                             We set the duration for the provision of essential
                             air service by GREAT LAKES AVIATION at Williston,
                             North Dakota, at the rate of compensation set forth
                             in Order 93-3-40, as effective from May 10, 1993,
                             through November 30, 1994;
                             We set the duration for the provision of essential
                             air service by BIG SKY AIRLINES at Glasgow, Glendive,
                             Havre, Lewistown, Miles City, Sidney and Wolf Point,
                             Montana, at the rate of compensation set forth in
                             Order 93-3-40, as effective from May 10, 1993,
                             through November 30, 1994;
                             We deny the motion to stay the effectiveness of
                             Order 93-3-40 filed by BIG SKY AIRLINES on April 12,
                             1993, in Dockets 42661 and FAS-546. Served 5-5-93

                             We grant the motions of FIAGSHIP AIRLINES, INC., d/b/a
                             AMERICAN EAGLE to engage in transborder service in
                             the Washington, D.C. (Dulles)-Ottawa market into the
                             Washington (Dulles)-Ottawa Service Case;
                             We revise the remaining procedural dates in this case
                             as follows: Additional DOT IR's May 4, 1993; Direct
                             Exhibits, May 14, 1993; Rebuttal Exhibits, June 4,
