                              MAIL RATE INVESTIGATION:
                              We find that the current practice of the United States
                              Postal Service of tendering separate shares of mail
                              to commonly owned certificated air carriers operating
                              in the same market within Alaska is inconsistent with the
                              provisions of the Federal Aviation Act within the meaning
                              of section 405(a) thereof, to the extent that such
                              practice provides an incentive for economic entities
                              to provide service in a market using multiple certificates
                              primarily in order to receive additional mail shares
                              and revenues;
                              We request that the USPS modify its mail tender policies
                              and/or practices in Alaska to remove the incentive
                              described above;
                              We terminate the proposed rulemaking in Docket 47581.

             48570            agreements in Dockets 48558 and 48570. The agreements
                              increase fares from Sweden and Norway to most world
                              areas by three to six percent to offset recent changes
                              in the values of the respective national currencies.
                              However, fares to most U.S. points will remain unchanged.

93-1-29      48561            We approve and grant antitrust immunity to the IATA         1-25-93
             48590            agreements in Dockets 48561 and 48590. The agreement
                              in Docket 48561 increases normal fares for children's
                              first, intermediate (business) and economy class travel
                              between Saudi Arabia and the South Asian Subcontinent
                              to 67 percent of the applicable fare; and revises
                              stopover, routing and refund provisions applicable
                              to special umrah discount fares from India to Saudi
                              Arabia. The agreement in Docket 48590 revises fares
                              applicable to travel from points in Central Africa to
                              points throughout TC3 (Asia/Australasia/Pacific Islands)
                              to reflect carrier needs and market requirements.

             43922            LONE STAR AIRLINES, from suspending service at Enid,
                              Oklahoma and Brownwood, Texas, and requires it to
                              maintain service at the communities, as set forth in
                              Appendix B of Order 92-10-39, for an additional 30-day
                              period, through February 26, 1993, or until a carrier
                              that is capable of providing reliable essential air
                              service on a continuing basis actually begins service,
