                         floating of the rate of exchange for the national currency.

                         Agreement which increases charges for Prepaid Ticket Advices
                         (PTAs) and other special passenger services sold in Lebanon
                         by 200 to 250 percent to reflect the continued devaluation

92-6-42       37392      TRANSTATLANTIC, TRANSPACIFIC AND LATIN AMERICAN SERVICE        6-24-9:
                         MAIL RATES INVESTIGATION:
                         The Department directs all interested persons to show cause
                         why it should not adopt the foregoing tentative findings and
                         conclusions and fix, determine and publish the fina1 rates
                         specified in Appendices A-1 and A-2 to be effective July 1
                         through December 31. 1992;
                         Objections due July 10, 1992.
                         Answers to Objections due July 30, 1992.
                         If no notice is filed, or if after notice no answer is filed
                         within the designated time, or if a timely filed answer
                         raises no material issue of fact, the Department will deem
                         all further procedural steps waived. The staff then will
                         enter a final order Incorporating the tentative findings
                         and conclusions set forth here and fiLing the final rates
                         specified in the attached Appendices A-i and A-2;
                         The fair and reasonable temporary rates of compensation for
                         the transportation of mail by aircraft in international
                         services for the period July 1, 1992. until further
                         Department order are the rates specified in the attached
                         Appendices A-1 and A-2.         Served 6/30/92
