for an exemption under section 416(b) of
the Federal Aviation Act of 1958, as amended


                    ORDER EXTENDING EXEMPTION

Sunmary

This order extends, through July 30, 1991, the exemption
authority held by Qantas Airways Limited to (1) conduct scheduled
all-cargo service over the routings Chicago, Illinois - Los
Angeles, California - Sydney, Australia; and Chicago, Illinois -
Los Angeles, California - Melbourne, Australia; and (2) serve
Chicago and New York, New York, on a coterminal basis on its
existing scheduled cargo services between Australia and the United
States. 1/

Background

By Orders 89-9-19 and 89-11-6, we approved an application filed by
Qantas on August 18, 1989, for an exemption to operate scheduled
all-cargo service over the routings Chicago, Illinois - Los
Angeles, California - Sydney, Australia; and Chicago, Illinois -
Los Angeles, California - Melbourne, Australia, effective
August 30, 1989, through January 5, 1990. 2/ We later extended


1./ Qantas has been conducting these operations using aircraft
wet-leased from Evergreen International Airways, Inc. By separate
action, and for the same reasons set forth in this order, we will
extend, until July 30, 1991, the statement of authorization we
have granted Evergreen to conduct these services for Qantas.
2/ United Air Lines, Inc. opposed Qantas' request because of the
Australian Department of Transportation and Communication's (DTC)
refusal to allow it to inaugurate daily service over a New York -
Tokyo - Sydney routing (instead limiting it to two weekly
frequencies).
