  KLM Royal Dutch Airlines                  Docket 47060

for an exemption under section 416(b)  :
of the Federal Aviation Act of 1958,
as amended



                   ORDER DENYING EXEMPTION

Summary

In this order we are denying the application of KLM Royal
Dutch Airlines (KLM), a foreign air carrier of the
Netherlands, for an exemption to engage in scheduled foreign
air transportation of persons, property and mail between
Amsterdam, the Netherlands, and Detroit, Michigan, under the
Expanding International Air Service Opportunities to More
U.S. Cities Program.

By Order 90-1-62, dated January 30, 1990, the Department
finalized a program that established a framework for granting
eligible foreign air carriers extra-bilateral authority to
operate between additional communities in the United States
and their homelands.

Under this program, we will grant one-year exemptions to
foreign carriers to provide such services provided that a
U.S. or foreign carrier does not provide nonstop or one-stop,
single-plane international air service to that community from
the same foreign country; that there is a procompetitive
agreement in place with the applicant's homeland country;
that the applicant's proposal does not place undue reliance
on service to and from third countries; and that interested
U.S. parties have not raised overriding public interest
reasons for denying the requested authority. In addition,
applicants must meet several operational criteria.
