Subsidy for

     ATLANTIS AIRLINES, INC.                  Docket 40437

for essential air service at
Moultrie/Thomasville, Georgia


                       ORDER TO SHOW CAUSE

By Order 86-2-35, the Department required Atlantis Airlines, Inc.,
to maintain essential air service at Moultrie/Thomasville,
Georgia, for a 30-day period after March 31, 1986, the end of its
90-day notice to suspend service. By subsequent 30-day renewals
the Department extended Atlantis' obligation to provide service at
Moultrie through September 30, 1989. The carrier actually
discontinued service to Moultrie on February 14, 1989, when it
ceased all operations. 1/

Order 86-2-35 also established an interim hold-in subsidy rate of
$343,117 for Atlantis' service at Moultrie beginning April 1,
1986. 2/ By Order 86-10-23, the Department amended the interim
hold-in subsidy rate to $427,211 annually, retroactive to April 1,
1986. Order 88-12-9 amended the interim hold-in subsidy rate to
$462,756, effective September 1, 1988. For the period April 1,
1986, through February 13, 1989, we have paid Atlantis $1,085,453
for service at Moultrie.



1/   By Order 89-9-37, the Department eliminated the essential air
service requirements for Moultrie, effective September 30, 1989.
No service was provided to the community between February 14,
1989, the date Atlantis suspended service, and September 30, 1989.
Enforcement action was taken against Atlantis for suspending
service before being authorized to do so. Atlantis agreed to a
settlement of the enforcement proceeding whereby it would pay
$25,000 in civil penalties. According to the terms of the consent
order, Order 89-11-28, $20,000 for civil penalties will be offset
against any amount ultimately determined to be owing to Atlantis
for compensation for losses in providing service to Moultrie.
2/   This was the same subsidy level that Atlantis had been paid
for serving Moultrie prior to the end of its notice period.
