In the matter of the cancellation of the
air carrier certificate issued to

  PACIFIC SOUTHWEST AIRLINES                    : Docket 44238

under section 401 of the Federal
Aviation Act of 1958 as amended


               ORDER CANCELLING FOREIGN CERTIFICATE

By Order 89-11-57, issued November 24, 1989, we cancelled the
section 401 domestic charter and domestic scheduled passenger
air service certificates issued to Pacific Southwest Airlines by
Orders 79-3-137 and 81-12-131, respectively, and the section 401
domestic scheduled charter and section 418 domestic all-cargo air
service certificates issued to Piedmont Aviation, Inc., by Orders
81-12-131 and 79-6-31, respectively. Instead of repeating all of
our findings and conclusions in Order 89-11-57 , we incorporate
them here by reference.

By this order, we are cancelling the section 401 certificate
issued to Pacific Southwest Airlines by Order 87-10-48 (Docket
44238) authorizing it to engage in foreign scheduled passenger
air transportation of persons, property, and mail over Route
533 (between the coterminal points Los Angeles and San Diego,
California, and the coterminal points Loreto, La Paz, and San
Jose del Cabo, Mexico).

ACCORDINGLY,

1. We cancel the certificate of public convenience and necessity
authorizing the conduct of foreign scheduled passenger air
transportation over Route 533 issued to Pacific Southwest Airlines
by Order 87-10-48 (Docket 44238);
