                       ORDER TO SHOW CAUSE

Summary

By this order the Department directs interested persons to show
cause why it should not select Horizon Air Industries, Inc., d/b/a
Horizon Air, as the primary carrier to provide commuter air
service between Portland, Oregon, and Vancouver, British Columbia.

Backqround

By Order 89-2-34, February 22, 1989, we instituted this case to
select a U.S. air carrier application to be transmitted to the
Government of Canada with the United States' endorsement for
approval to engage in foreign air transportation of persons,
property and mail in the Portland-Vancouver market using aircraft
with no more than 60 seats. Such transborder services are
governed by a 1984 U.S.-Canada Exchange of Notes on Regional,
Local and Commuter Services (Regional Notes). Under the Notes,
approval of Portland-Vancouver commuter service would be
discretionary. 1/

The Canadian Government has informed us that its general policy is
to allow only one commuter of each side to serve such a city-pair
market. While we would prefer that all interested carriers be
permitted to offer competing services on the Portland-Vancouver
route, we recognize that Canada may limit the number of carriers
from each country that may provide Portland-Vancouver commuter-
type service under the Regional Notes. For this reason, we must
rank the commuter applicants we endorse for Canadian approval.


1/ The Regional Notes provide that small aircraft services having
certain defined characteristics will be approved automatically for
one carrier of each country, and that other services may be
approved on a discretionary basis.
