Fitness Determination of

  CHAMPLAIN ENTERPRISES, INC.
       d/b/a COMMUTAIR

as a commuter air carrier under
section 419(c) (2) of the Federal
Aviation Act of 1958, as amended



                           FINAL ORDER

By Order 89- 6-52 , issued June 28, 1989, we directed all
interested persons to show cause why we should not make final our
tentative findings and conclusions that Champlain Enterprises,
Inc. d/b/a Commutair is fit, willing, and able to provide service
as a commuter air carrier. Interested persons were given 7 days
to file objections.

No objections to Order 89-6-52  have been received.

ACCORDINGLY,

1. We find that Champlain Enterprises, Inc. d/b/a Commutair is
fit, willing, and able under section 419 (c)(2) of the Federal
Aviation Act to provide scheduled passenger service as a commuter
air carrier;

2. The authority granted here shall become effective on the sixth
day after we have received (1) a copy of the carrier's Air Carrier
Operating Certificate and Operations Specifications from the FAA
authorizing it to engage in scheduled passenger service; (2) a
certificate of insurance on OST Form 4520 evidencing liability
insurance coverage meeting the requirements of Part 205 of our
rules for all of its aircraft; and (3) a statement of any changes
it has undergone in its key personnel, compliance history, operat-
ing plans or financial posture since its application was reviewed
by the Department; provided, however, that the Department may stay
the effectiveness of this authority prior to that date; and
