               ORDER ON MOTIONS TO CONSOLIDATE AND
                 PETITIONS FOR LEAVE TO INTERVENE

Pursuant to the authority conferred by 14 CFR 385.11(a) and (c),

     1. The motions of American Airlines Inc. and
         Continental Airlines, Inc. to consolidate
         their applications in Dockets 45219 and
         45223 with the instant proceeding are granted;

     2. The motion of Pan American World Airways, Inc.
         to withdraw its application in Docket 45180 is
         granted;

     3. The following petitions for leave to intervene are
         granted: City of Seattle; Port of Seattle; Port
         of Portland; U.S. Department of the Interior;
         City of San Jose, California; Houston Parties;
         Kansas City Parties; Miami Parties; Dallas/Ft. Worth
         Parties; Alaska Airlines, Inc.; Association of
         Flight Attendants; International Association of
         Machinists and Aerospace Workers; and the United
         Pilots Master Executive Council.

     4. The petitions for leave to intervene that were
         filed on January 15, 1988 by the Commonwealth
         of Virginia, Department of Aviation and by the
         Spokane Parties are denied as being filed without
         good cause shown after the October 21, 1987
         deadline established by the Department in its
         instituting order, Order 87-9-66, September 30,
         1987; and

     5. The motions of the Dallas/Ft. Worth Parties
         and Alaska Airlines, Inc. to receive
         late-filed petitions for leave to intervene
         for good cause shown are granted.
