                     ORDER GRANTING EXEMPTION

This order confirms the oral action taken by the staff under
assigned authority on December 16, 1987, approving an application
filea vy Haiti Trans Air, S.A. for an exemption under section
416(b) of the Act to conduct U.S.-Haiti services.
  Apication

By application filed December 8, 1987, as amended, Haiti Trans
Air, S.A. (HTA) requested an exemption fromt section 402 of the Act
to conduct scheduled foreign air transportation or persons,
property and mail between Port-au-Prince, Haiti, on the one hand,
and Miami, Florida, and New York, New York, on the other hand, and
charter operations, using aircraft wet-leased from Gulf Air, Inc.,
a U.S. certificated carrier, commencing December 18, 1987.

In support of its application, HTA stated that it was incorporated
in 1986 under the laws or Haiti; is privately owned and controlled
by citizens of Haiti, is properly licensed by its homeland, and is
qualified to conduct the proposed operations. HTA asserted an
immediate public need for its service; and that grant of its
application is supported by comity and reciprocity on the part or
