              ORDER AMENDING ESSENTIAL AIR SERVICE DEFINITION,
                 SLLECTING CARRIER AND SET1II> SUBSIDY RATES

By Order 87-5-65, dated May 22, 1987, the Department requested carriers
interested in providing essential air service to Kirksville, Missouri, and
Mt. Vernon, Illinois, to file proposals, with subsidy requests if neces-
sary. (See Apjendix A for a map.) Our request for proposals was prompted
by the cessation of service by Green Hills Aviation, the incumbent subsid-
ized carrier that had been serving both of these communities. l/

The Department recently adopted Order 87-7-61 selecting a carrier to provide
Kirksville's essential air service and this order, therefore, will address
Mt. Vernon's essential air service. In addition, since the cnly active
applicant at Mt. Vernon has also proposed an option including service to
Clarksville, Tennessee/Ft. Campbell/Hopkinsville, Kentucky (Clarksville), we
will also address Clarksville's essential air service in this order. ?/

I/ Green Hills ceaseu operations as a result of the Federal Aviation
Aniinistration's suspension of its operating certificate.
2/ Mt. Vernon's essential air service definition, as established by Order
85-8-62, requires a minimum of either two nonstop round trips to St. Louis
on weekdays and weekends or two round trips to Chicago with up to two inter-
mediate stops providing 10 seats in each direction. Clarksville's essential
air service level is defined as two nonstop round trips to Nashville provid-
ing,12 seats in each direction (Order 83-7-23). In response to a petition
filed by Prime Air on December 16, 1986, the Department allowed the carrier
to provide service to St. Louis in lieu of Nashville for the same annual
subsidy rate of $292,402. (See Order 87-1-37.)
