                     ORDER SETTING FINAL SUBSIDY RATE

By Order 86-11-5, the Department selected Alliance Airlines to provide
essential air service at the points noted above through October 23, 1988,
and set a subsidy rate of $1,113,230 for the one-year period beginning
June 25, 1986. l/ On May 8, 1987, Alliance submitted a proposal to
continue providing essential air service at these points in which the
carrier estimated its subsidy need at $1,182,376 annually. Department
staff recently concluded negotiations with the carrier regarding a
subsidy rate after the first year and agreed to an annual rate of
$1,065,119, effective June 25, 1987. Therefore, we will set the subsidy
rate, which we believe to be reasonable, at $1,065,119 annually, for the
period June 25, 1987, through October 23, 1988.

This order is issued under authority delegated in 49 CFR 1.56(i).

ACCORDINGLY,

1. The Department sets the final rate of compensation for Alliance
Airlines' provision of essential air service at Manitowoc, Wisconsin,
Marinette, Wisconsin/Mencminee, Michigan, and Manistee/Ludington,
Michigan, as described in Appendix A, effective June 25, 1987, through
October 23, 1988, to be payable as follows: For each calendar month in

Two nonstcp or one-stcp round trips each weekday and
weekend to Chicago providing 6 seats in each
direct ion

Two round trips each weekday and weekend to either
Green Bay (nonstop), Milwaukee (nonstop or one-stop),
or Chicago (up to two intermediate stops) providing
10 seats in each direction

Two nonstop or one-stop round trips to Chicago each
weekday and weekend providing 6 seats in each
direction.
