                                   ORDER

Various member carriers of the International Air Transport Association
(IATA) have filed two agreements with the Department under section 412(a)
of the Federal Aviation Act of 1958 and Part 303 of the Department's
Procedural Regulations. They were adopted at a Canposite Meeting of the
Cargo Tariff Coordinating Conferences held in Geneva during April-June,
1987 for expedited effectiveness on July 1, 1987.

The agreement in Docket 44927 proposes numerous revisions to Mid and South
Atlantic cargo rates. Included are six and 93 percent general increases in
rates from Hungary and Sudan, respectively, and a 25 percent increase in
minimum charges fram Lebanon. These increases are intended to offset
devaluation in local currencies and thus bring rates more into line with
present exchange rate realities.

The agreenent in Docket 44928 revises numerous rates applicable within the
Pacific. Insofar as U.S. points are concerned, it reduces by 7.5 percent
under 45 kilogram general cargo rates (GCRs) and adds new 45 kilogram GCRs
from Saipan to Japan/Korea. Finally, it revalidates, beyond their present
September 30, 1987 expiration date, various specific canmmodity rates for
Item No. 0006 from Auckland to Guam.

We will conditionally approve the agreements, which govern either rates to/
frm U.S. points or rates that are ccmbinable with those to/frm U.S.
points and thus have either direct or indirect application in foreign air
transportation as defined by the Act. Based on our review of the
information submitted and other relevant material, we conclude that the
agreements, as conditioned, will not result in rates that are unlawful or
injurious to campetition in the markets at issue.

In particular, the proposed GCRs fram Saipan reflect either lower levels
previously approved in Order 85-3-80, March 28, 1985, or new rates for
higher weightbreaks not previously available. Our approval of these rates,
however, will be subject to our usual conditions that the agreed rates
represent maximums with carriers free to implement rates below them.
