 INTERNATIONAL AIR TRANSPORT ASSOCIATION:

 concerning passenger agency matters


                                   ORDER

The International Air Transport Association (IATA) has filed an agreement
for approval under section 412(a) of the Federal Aviation Act, as amended
(Act) and Part 303 of the Department of Transportation's (DOT) Procedural
Regulations (14 CFR 303), and exemption from the antitrust law under
section 414 of the Act. ]

The agreement consists of expedited resolutions governing passenger agency
matters, which deal with relationships between IATA member carriers and
travel agents outside of the United States. Two of the resolutions (R-2
and R-3) involve non-substantive changes, essentially of a technical,
clarifying or administrative nature to existing approved resolutions
relating to passenger sales agency administrative rules.

The agreement also proposes substantive changes to four resolutions (R-4,
R-5, R-6 and R-7), dealing with passenger sales agency rules and
administration for Australia. A special tie-in and rescission resolution
(R-1) requires that any action relating to any one of the four resolutions
(806, 806a, 806c and 806e respectively) would automatically apply to the
other resolutions.

The proposed amendment to Resolution 800 (R-2, presently applicable only to
Canada), specifying remittance dates, would modify section GG, subparagraph
(6)(d)(iv), so as to permit its application to additional bank settlement
plans without having to refer specifically to the Canada BSP. The proposed
amendment to Resolution 804. (R-3) deals with technical and administrative
changes to the Passenger Sales Administration Rules-Canada.
