Arkansas


                       ORDER EXTENDING SERVICE OBLIGATION

By Order 86-9-35, September 19, 1986, the Department prohibited Air Midwest,
Inc., frn suspending service on October 14, 1986, between Harrison, Arkansas,
and St. Louis; Missouri, and required Air Midwest to continue its Harrison-St.
Louis service through November 13. 1/ We later received proposals frn Flight
Line, d/b/a Southern Airways, and Exec Express. Rate conferences with both
carriers have been held and rate conference letters have been mailed to all of
the communities.

Since Air Midwest's current 30-day obligation for its Harrison-St. Louis ser-
vice expires November 13, we are required by section 419(a)(6) of the Federal
Aviation Act of 1958, as amended, to maintain Air Midwest's service at Harrison
for another 30-day period and beyond until replacement service is being pro-
vided. Therefore, we will require Air Midwest to maintain the service outlined
in Appendix D of Order 86-5-19 through December 13, 1986.

This order is issued under authority assigned in 14 CFR Part 385.

ACCORDINGLY,

1. The Department requires Air Midwest, Inc., to maintain between Harrison,
Arkansas and St. Louis, Missouri, the service shown in Appendix D of Order
86-5-19 through December 13, 1986, or until a replacement carrier that is
capable of providing essential air service actually begins service, whichever
occurs first;

2. The Department directs Air Midwest to retain all books, records, and other
source and summary documentation to support subsidy claims for payment for the
services the carrier is required to provide, and to preserve and maintain such
documentation in a manner that readily permits the audit and examination there-
of by representatives of the Department of Transportation; and




/' The order did not request proposals for Harrison since this had been
accomplished in Order 85-10-46, Docket 43481.
