     THE GOVERNMENT OF THE FEDERAL
     REPUBLIC OF GERMANY AND DEUTSCHE
     LUFTHANSA AKTIENGESELLSCHAFT

Requesting relief under section 402(f) of the Federal :
Aviation Act of 1958, as amended, and section 2(b) of :
the International Air Transportation Fair Competitive :
Practices Act of 1974, as amended, from unreasonable
and discriminatory practices of the German START
Computer Reservation System


                                    ORDER

On April 26, 1985, Northwest Airlines, Inc., Pan American World Airways,
Inc. and Trans World Airlines, Inc. filed a joint complaint pursuant to
section 402(f) of the Federal Aviation Act of 1958, as amended, and section
2(b) of the International Air Transportation Fair Competitive Practices Act
of 1974, as amended, 1/ against the Government of the Federal Republic of
Germany and Deutsche Lufthansa Aktiengesellschaft (Lufthansa), the
German-flag carrier. The complaint alleges that START, the German computer
reservation system, which is used by a majority of German travel agencies
to select and sell the services of carriers serving Germany, is unfairly
