                               ORDER
 An agreement among various members of the Special North Atlantic
 Tariff Conference (SNATC) has been filed with the Department under
 section 412(a) of the Federal Aviation Act of 1958 and Part 261 of
 the Department's Organizational Regulations. It was adopted by
 mail vote. I/
 The agreement would increase the add-on amounts used to construct
 through fares between Lugano, Switzerland, and points in the
 United States, in order to reflect a recent increase in local
 Lugano-Zurich fares.
 We will approve the agreement. Based on our review of information
 submitted and other relevant material, we conclude that the
 agreement will not result in fares that are unlawful or injurious
 to competition in the markets at issue.

 Pursuant to authority duly delegated by the Department's
 Regulations, 14 CFR 385.13:
 1. We do not find that the following resolution, which has direct
 application in foreign air transportation as defined by the Act,

 1/ SNATC Mail Vote No. 35. The SNATC was established by an
 addendum agreement (Addendum No. 1) among members of the
 International Air Transport Association (IATA), which the Civil
 Aeronautics Board approved and immunized by Order 82-9-108,
 September 24, 1982. This forum is open to all carriers providing
 U.S.-Europe scheduled passenger service, whether or not they are
 IATA members or participate in the traditional IATA tariff
 coordination forum. Addendum No. 1, which amended the Provisions
 for the Conduct of IATA Traffic Conferences, was submitted
 pursuant to Article 2 of the Memorandum of Understanding between
 the United States and various member nations of the European Civil
 Aviation Conference (ECAC). Article 2 states that no party shall
 prevent or require participation by any carrier in...multilateral
 tariff coordination. A new U.S.-ECAC MOU was initialed on
 October 11, 1984. By Order 84-10-143, October 30, 1984, the Board
 extended its approval of Addendum No. 1 consistent with the
provisions of the MOU.
