                 -     ORDER EXTENDING SERVICE OBLIGATION

     By Order 81-I031, October 21, 1981, Air Kentucky was selected-to pro-
vide essenti service with subsidy at Clarksville, Tennessee/Ft. Campbell/
Hopkinsville, Kentucky (Clarksville) for a two-year period. Essential air
service for Clarksville was redefined in Order 83-7-23, July 8, 1983, as two
nonstop round trips each weekday and a total of two over the weekend, to Nash-
ville, with 12 seats outbound and inbound each weekday and a total of 12 in
each direction over the weekend. The order also required the Board's usual
standards of twin-engine aircraft, two pilots and convenient cabin entry.

     On October 21, 1983, the section 419 subsidy rate for Air Kentucky's serv-
ice at Clarksville expired 1/, and, on November 21, 1983, the carrier filed a
notice to suspend service at the point effective February 28, 1984. Since Air
Kentucky was the only carrier serving Clarksville, the Board issued Order
83-12-85, December 15, 1983, prohibiting Air Kentucky's suspension through
March 21, 1984, and requesting proposals from carriers interested in providing
essenti 1 air service at Clarksville, with or without subsidy. However, none
were re eived and, by Order 84-2-91, February 22, 1984, we again requested
proposa s which were due on March 28. On that date, a proposal was filed by
Prime Ar. A rate conference has been held with the carrier and community
views have been received.

     However, at this time, it appears we will not be able to complete a car-
rier selection case by the time Air Kentucky's current service obligation
expires on December 24. Therefore, as required by section 419(a)(6) of the
Act, we will extend Air Kentucky's requirement to provide essential air service
to Clarksville/Ft. Campbell/Uopkinsville through January 23, 1985. 2/



1/ Order 83-12-37, December 6, 1983, extended Air Kentucky's rate on an
interim basis. Prior hold-in orders have inadvertently used October 12, 1983,
as the expiration date rather than the correct date of October 21, 1983. This
applies to the following previous orders: 84-3-105, 84-4-91, 84-5-82, 84-6-61
and 84-7-52.
2/ Air Kentucky's requirement to provide essential air service will be renewed
for successive 30-day periods until a replacement carrier has been secured.
