     WIEN AIR ALASKA, INC.                   Docket 40532

of its intention to suspend
certificated service to
Council, Alaska


                ORDER EXTENDING ESSENTIAL AIR SERVICE OBLIGATION

     On March 17, 1982, Wien Air Alaska, Inc., filed notices under section
401(j)(1) of the Federal Aviation Act to suspend its service obligation at
Medfra, Council and Solomon, Alaska, on or about June 15, 1982. Wien actually
suspended its service at these points on February 23, 1982. By Order 82-5-68,
May 13, 1982, we prohibited Wien from terminating its service obligation for 30
days, through July 15, 1982, although the carrier was not required to reinstate
service pending a review of the essential air service definitions of all Alaska
points, including Council, Solomon and Medfra, then scheduled for later that
year.

     By Order 84-3-11, March 1, 1984, we redefined the essential air trans-
portation determinations for Medfra and Solomon to require zero air service and
deferred taking any action on Council's essential air service pending further
communication with the State. In conjunction with this, Wien was relieved of
its service obligation at Medfra and Solomon. However, we have continued to
require Wien to maintain its ability to provide essential air service at
Council. The most recent extension of this service obligation, through
November 1, 1984, was issued by Order 84-10-6.

     By letter dated March 12, 1984, we requested additional comments from the
Alaska Transportation Commission. The Commission submitted its reply on
June 1, 1984. We are now reviewing the Commission's comments and expect to
forward a recommendation to the Board shortly.

     Since our review of Council's determination will not be completed by
November 1, 1984, in accordance with section 419(A)(6) of the Act, we must
require that Wien maintain its essential air service obligation at Council for
an additional 30-day period, through December 1, 1984.

     ACCORDINGLY,

     1. We require Wien Air Alaska to maintain the ability to provide
essential air service at Council, Alaska, at the level approved in Order
80-1-167, for an additional 30-day period, through December 1, 1984; and
