and necessity under section 401(d)(3)
and an all-cargo certificate under
section 418 of the Act

                                FINAL ORDER

     By Order 84-8-11 , adopted August 2, 1984, we directed all interested
persons to show cause why we should not make final our tentative findings
and conclusions stated in it and award certificates of public convenience
and necessity to Universal Airlines, Inc. authorizing it to engage in
interstate/overseas and foreign charter air transportation of property and
mail, and all-cargo transportation. Interested persons were given until
August 24, 1984 to file objections,


No objections to Order 84-8-11


have been received.


     ACCORDINGLY,

     1. We find that Universal Airlines, Inc., is fit, willing and able to
engage in interstate/overseas and foreign charter air transportation of
property and mail, and in ali-cargo air transportation;

     2. We issue a certificate of public convenience and necessity to
Universal Airlines, Inc. to engage in interstate and overseas charter air
transportation of property and mail, and an all-cargo certificate, in the
forms attached; 1/

     3. We approve the control and interlocking relationships that exist
between Universal and Mr. Hovarter's affiliated aviation companies under
sections 408 and 409 of the Act; and


1/ By this order, we issue only an interstate and overseas charter
certificate and an all-cargo certificate to Universal. Issuance of a
foreign charter certificate to the carrier is subject to Presidential
approval and will be handled in a forthcoming order.
