Dismisses complaint of The Flying Tiger Line re west-
bound magazine rates proposed by Trans World Airlines.

Initial decision of the examiner (identified as E-21696)
in Intercontinental, U.S., Inc,, Enforcement Proceeding
finds that its operations are in violation of the Act and
orders Intercontinental and Benjamin B. Peck, Bernard
Goidberg, Lawrence M. Kesselman, and Henry Pransky to
cease and desist from engaging directly or indirectly in
air transportation within the meaning of sections 101(10)
and 101(21) of the Act of 1958. as amended., in violation
of section 401(a).

Denies discretionary review and as modified effectuates
as the final order of the Board (E-21696) the examiner's
initial decision which orders Intercontinental, U.S.,
Inc., and its officers, directors, agents, successors
and assigns to cease and desist from engaging directly
or indirectly in air transportation as defined by the
Act, in violation of section 4Ol(a),

Under delegated authority, approves agreement CAB 18110
between Northwest Airlines and Western Air Lines re
interline transportation of transpacific mail.

Approves agreements CAB 18087 and 18087-Al between
Northeast Airlines and Trans World Airlines concerning
lease of jet aircraft.

Supplemental order in North Central Area Airline Service
Investigation affirms the stay action provided for by
order E-216d9.
