staff's analysis of the record and its recommendations as to the form of a final Rule. The report has not
been reviewed or adopted by the Commission. The Commission's final determination in this matter will be
based upon the record taken as a whole, including the Report of the Presiding Officer, this report, and
post record public comments upon these reports received during the sixty (60) days after this report is
placed on the public record.
