I hereby submit our Committee's draft of proposed
amendments to Rules 4, 12, 15, 26, 28, 34, 35, 44, 45, 47,
48, 63, 72, and 77, and to Admiralty Rules C and E. We also
propose a new rule to be numbered Rule 4.1.
Some of these proposals have previously been published
for comment and revised in light of public comment.    Among
the amendments given public consideration in 1985 were
proposals to amend Rules 4, 28, 44, 63, 72, and 77 and
Admiralty Rules C and E.     The proposals with respect to
Rules 63 and 72 and Admiralty Rules C and E have previously
been  approved  in  substance  by your   Committee.     Your
Committee has also approved a change in chapter headings.
These proposals to the rules have been withheld pending
accumulation of a sufficient package of proposals to make
the group worthy of study by the bench and bar.          The
proposals transmitted today constitute such a package.
The   Committee    has    additional   matters    under
consideration at this time. At its meeting in Arril, 1989,
our Committee will consider additional revisions to Rules 5.
