w:hen it t-'o: up its assi-nment tmicnty-five years ago. We anticl-
rate that in the main we shall be probing for soft spots in the
Rules and for nossible i:provemLnts in going practices.
1. Our first task, as we conceive it, is to consider the
r co:-ndotions for amendm.nts of the Civil Rules made by the
form.-:er co-. ittee in October 1955 upon which the Supreme Court has
ta':cn no action. This involves an examination of the background
of and rer.sons for and arainst the several amendments as shown
in the records and par~rs o-.. the former cormmittee. We must also
-tudy the reactions of rracticing lavyqars and scholars to these
proposals, and canvass all re.evant legal developments since
1955.
2. Uext, we ntend to take up, as systematically as poss-
ible, -articular idens for irmprovement of the Rules beyond those
comprised in our reconsideration of the 1955 amendments. In order
to bemin to sound the views of those having steady experience
with the wor-kings of Federal civil rractice, the chairman has
sent a lettr of inquiry to all District and Circuit judges in-
viting criticisms an-d sugm stions. In addition, M1r. George C.
Doub, Assist .nt Attorney Genera2 in charge of the Civil Division,
a -ember of our Co-:-ittee, has made inquiries among the United
States Attorneys. A nutnber of replies have been received. In due
time we shall also want to cn7ag7 the interest of members of the
