                   PROVIDING FOR CONSIDERATION OF THE BILL (H.R. 3) TO APPROVE THE
                   KEYSTONE XL PIPELINE, AND PROVIDING FOR CONSIDERATION OF THE
                   BILL (H.R. 30) TO AMEND THE INTERNAL REVENUE CODE OF 1986 TO RE-
                   PEAL THE 30-HOUR THRESHOLD FOR CLASSIFICATION AS A FULL-TIME
                   EMPLOYEE FOR PURPOSES OF THE EMPLOYER MANDATE IN THE PA-
                   TIENT PROTECTION AND AFFORDABLE CARE ACT AND REPLACE IT
                   WITH 40 HOURS

                             Mr. BURGESS, from the Committee on Rules,
                                       submitted the following


                                          REPORT

                                        [To accompany H. Res. 19]
                     The Committee on Rules, having had under consideration House
                   Resolution 19, by a record vote of 7 to 4, report the same to the
                   House with the recommendation that the resolution be adopted.
                             SUMMARY OF PROVISIONS OF THE RESOLUTION
                     The resolution provides for consideration of H.R. 3, the Keystone
                   XL Pipeline Act, under a closed rule. The resolution provides one
                   hour of debate equally divided among and controlled by the chair
                   and ranking minority member of the Committee on Transportation
                   and Infrastructure and the chair and ranking minority member of
                   the Committee on Energy and Commerce. The resolution waives all
                   points of order against consideration of the bill. The resolution pro-
                   vides that the bill shall be considered as read. The resolution
                   waives all points of order against provisions in the bill. The resolu-
                   tion provides one motion to recommit.
                     Section 2 of the resolution provides for consideration of H.R. 30,
                   the Save American Workers Act of 2015, under a closed rule. The
                   resolution provides one hour of debate equally divided and con-
                   trolled by the chair and ranking minority member of the Com-
                   mittee on Ways and Means. The resolution waives all points of
                   order against consideration of the bill. The resolution provides that
                   the bill shall be considered as read. The resolution waives all
                   points of order against provisions in the bill. The resolution pro-
                   vides one motion to recommit.
