                    PROTECT STATE AND  LOCAL AUTHORITY, INFORM  PARENTS  OF THE
                    PERFORMANCE  OF THEIR CHILDREN'S SCHOOLS, AND FOR OTHER PUR-
                    POSES, AND PROVIDING FOR CONSIDERATION OF THE BILL (H.R. 2647)
                    TO EXPEDITE UNDER  THE  NATIONAL ENVIRONMENTAL   POLICY ACT
                    AND IMPROVE FOREST MANAGEMENT   ACTIVITIES IN UNITS OF THE NA-
                    TIONAL FOREST SYSTEM DERIVED FROM THE PUBLIC DOMAIN, ON PUB-
                    LIC LANDS UNDER THE JURISDICTION OF THE BUREAU OF LAND MAN-
                    AGEMENT, AND  ON TRIBAL LANDS TO RETURN RESILIENCE TO OVER-
                    GROWN, FIRE-PRONE FORESTED LANDS, AND FOR OTHER PURPOSES

                            Mr. NEWHOUSE,  from the Committee on Rules,
                                      submitted the following


                                         REPORT

                                       [To accompany H. Res. 347]
                    The Committee  on Rules, having had under consideration House
                  Resolution 347, by a 9 to 4 vote, report the same to the House with
                  the recommendation that the resolution be adopted.
                             SUMMARY  OF PROVISIONS OF THE RESOLUTION
                    The resolution provides for further consideration of H.R. 5, the
                  Student Success Act, under a structured rule. The resolution pro-
                  vides that pursuant to House Resolution 125, it shall be in order
                  to consider the amendments  printed in part A of this report as
                  though they were the last further amendments printed in part B
                  of House Report 114-29.
                    Section 2 of the resolution provides for consideration of H.R.
                  2647, the Resilient Federal Forests Act of 2015, under a structured
                  rule. The resolution provides one hour of general debate equally di-
                  vided among  and  controlled by the chair and ranking minority
                  members  of the Committee on Agriculture and the Committee on
                  Natural  Resources. The  resolution waives all points of order
                  against consideration of the bill. The resolution makes in order as
                  original text for purpose of amendment an amendment in the na-
                  ture of a substitute consisting of the text of Rules Committee Print
                  114-21, modified by the amendment printed in part B of the Rules
                  Committee  report, and provides that it shall be considered as read.
                  The resolution waives all points of order against that amendment
