  Mr. KENNEDY, from the Committee on Labor and Public Welfare,
                      submitted the following

  The Committee on Labor and Public Welfare, to which was re-
ferred the bill (S. 3239) to amend the Public Health Service Act to
revise and extend the programs of assistance under title VII for train-
ing in the health professions, to revise the National Health Service
Corps program, and for other purposes, having considered the same,
reports favorably thereon with an amendment in the nature of a
substitute and recommends that the bill (as amended) do pass.
