                                        Purpose and Summary

                      H.R. 6029, the Foreign and Economic Espionage Penalty En-
                    hancement Act of 2012, amends the Federal criminal code to com-
                    bat the significant and growing threat presented by criminals who
                    engage in espionage on behalf of foreign adversaries and competi-
                    tors. The bill amends § 1831(a) of title 18, United States Code, to
