                     PROVIDING FOR THE CONSIDERATION OF H.R. 2406, THE
                             UNITED STATES HOUSING ACT OF 1996

                                      submitted the following


                                           REPORT

                                       [To accompany H. Res. 426]
                    The Committee on Rules, having had under consideration House
                  Resolution 426, by a record vote of 10 to 1, report the same to the
                  House with recommendation that the resolution be adopted.
                            BRIEF SUMMARY OF PROVISIONS OF RESOLUTION
                    The resolution provides for the consideration of H.R. 2406, the
                  United States Housing Act of 1996 under an open rule. The rule
                  provides one hour of general debate divided equally between the
                  chairman and ranking minority member of the Committee on
                  Banking and Financial Services.
                    The rule makes in order the Banking and Financial Services
                    amendment in the nature of a substitute as an original bill for the
                  purpose of amendment and provides that the committee amend-
                  ment in the nature of a substitute be considered as read. The rule
                  waives points of order against the committee amendment in the na-
                  ture of a substitute for failure to comply with clause 5(a) of rule
                  XXI (relating to appropriations in a legislative bill).
                    The rule provides that the committee amendment in the nature
                  of a substitute shall be considered by title rather than by section
                  and the first two sections and each title shall be considered as
                  read. The rule further makes in order, before the consideration of
                  any other amendment, an amendment printed in the Congressional
                  Record of May 7, 1996 if offered by Representative Lazio of New
                  York or his designee. The amendment shall be considered as read,
                  shall be debatable for 10 minutes equally divided and controlled by
                  the proponent and an opponent, shall not be subject to amendment
                  or to a demand for a division of the question in the House or the
                  Committee of the Whole and all points of order against the amend-
