                                         PURPOSE AND SUMMARY

                      H.R. 5892, the Hydropower Regulatory Efficiency Act of 2012,
                    was introduced by Rep. Cathy McMorris Rodgers (together with
                    Reps. DeGette, Dingell, Latta, Markey, Matheson, L. Smith, and
                    Terry) on June 5, 2012. The legislation facilitates the development
                    of new hydropower resources in the United States by streamlining
                    the federal licensing requirements for small hydropower projects
