The Committee on Government Reform, to whom was referred
the bill (H.R. 5316) to reestablish the Federal Emergency Manage-
ment Agency as a cabinet-level independent establishment in the
executive branch that is responsible for the Nation's preparedness
for, response to, recovery from, and mitigation against disasters,
and for other purposes, having considered the same, reports favor-
ably thereon with amendments and recommend that the bill as
amended do pass.
