                   Mr. Goss, from the Committee on Rules, submitted the following


                                          REPORT

                                      [To accompany H. Res. 385]
                    The Committee on Rules, having had under consideration House
                  Resolution 385, by a nonrecord vote, report the same to the House
                  with the recommendation that the resolution be adopted.
                              SUMMARY OF PROVISIONS OF RESOLUTION
                    The resolution provides for consideration of H.J. Res. 82, Making
                  Further Continuing Appropriations for Fiscal Year 2000, and for
                  consideration of H.J. Res. 83, Making Further Continuing Appro-
                  priations for Fiscal Year 2000, under a closed rule.
                    The rule waives all points of order against consideration of H.J.
                  Res. 82 and provides one hour of debate in the House on H.J. Res.
                  82 equally divided and controlled by the chairman and ranking mi-
                  nority member of the Committee on Appropriations. The rule pro-
                  vides one motion to recommit H.J. Res. 82.
                    The rule also waives all points of order against consideration of
                  H.J. Res. 83 and provides one hour of debate in the House on H.J.
                  Res. 83 equally divided and controlled by the chairman and rank-
                  ing minority member of the Committee on Appropriations. Finally
                  the rule provides one motion to recommit H.J. Res. 83.
