                    OIL BY INVESTING IN CLEAN, RENEWABLE, AND ALTERNATIVE ENERGY
                    RESOURCES, PROMOTING NEW EMERGING ENERGY TECHNOLOGIES,
                    DEVELOPING GREATER EFFICIENCY, AND CREATING A STRATEGIC EN-
                    ERGY EFFICIENCY AND RENEWABLES RESERVE TO INVEST IN ALTER-
                    NATIVE ENERGY, AND FOR OTHER PURPOSES

                              Mr. WELCH, from the Committee on Rules,
                                      submitted the following


                                         REPORT

                                       [To accompany H. Res. 846]
                    The Committee on Rules, having had under consideration House
                  Resolution 846, by a record vote 9-3, report the same to the House
                  with the recommendation that the resolution be adopted.
                             SUMMARY OF PROVISIONS OF THE RESOLUTION
                    The resolution provides for the consideration of the Senate
                    amendments to H.R. 6, to reduce our Nation's dependency on for-
                  eign oil by investing in clean, renewable, and alternative energy re-
                  sources, promoting new emerging energy technologies, developing
                  greater efficiency, and creating a Strategic Energy Efficiency and
                  Renewables Reserve to invest in alternative energy, and for other
                  purposes. The resolution makes in order a motion by the Majority
                  Leader to concur in the Senate amendments with the House
                  amendments printed in this report. The resolution waives all
                  points of order against the motion except clause 10 of rule XXI. The
                  resolution provides that the Senate amendments and the motion
                  shall be considered as read. The resolution provides one hour of de-
                  bate on the motion equally divided and controlled by the Majority
                  Leader and the Minority Leader. The resolution further provides
                  that the Chair may postpone further consideration of the motion to
                  a time designated by the Speaker.
                                      EXPLANATION OF WAIVERS
                    Although the rule waives all points of order against consideration
                  of the motion (except for clause 10 of rule XXI) the Committee is
