                   111TH CONGRESS REPORT
1st Session HOUSE OF REPRESENTATIVES 111-70

PROVIDING FOR CONSIDERATION OF THE CONCURRENT RESOLUTION (H.
CON. RES. 85) SETTING FORTH THE CONGRESSIONAL BUDGET FOR THE
UNITED STATES GOVERNMENT FOR FISCAL YEAR 2010 AND INCLUDING
THE APPROPRIATE BUDGETARY LEVELS FOR FISCAL YEARS 2009 AND
                   2011 THROUGH 2014

MARCH 31, 2009.-Referred to the House Calendar and ordered to be printed

Mr. McGOVERN, from the Committee on Rules,
                                       submitted the following

                                          REPORT

                                        [To accompany H. Res. 305]
The Committee on Rules, having had under consideration House
Resolution 305, by a nonrecord vote, report the same to the House
with the recommendation that the resolution be adopted.
SUMMARY OF PROVISIONS OF THE RESOLUTION
The resolution provides for general debate on H. Con. Res. 85,
the concurrent resolution on the budget for fiscal year 2010. The
resolution provides four hours of general debate, with three hours
confined to the budget equally divided and controlled by the chair
and ranking minority member of the Committee on the Budget and
one hour on the subject of economic goals and policies equally di-
vided and controlled by Representative Carolyn Maloney of New
York and Representative Kevin Brady of Texas.
The resolution waives all points of order against consideration of
the concurrent resolution. Finally, the resolution provides that no
further consideration shall be in order except pursuant to a subse-
                   quent order of the House.
                                      EXPLANATION OF WAIVERS
Although the rule waives all points of order against consideration
of the concurrent resolution, the Committee is not aware of any
points of order. The waiver of all points of order against the concur-
                   rent resolution is prophylactic.
