 Mr. HELMS, from the Committee on Foreign Relations, submitted
                          the following


                          REPORT

                   [To accompany Treaty Doc. 105-36]
  The Committee on Foreign Relations to which was referred the
Protocols to the North Atlantic Treaty of 1949 on Accession of Po-
land, Hungary, and the Czech Republic, which were opened for sig-
nature at Brussels on December 16, 1997, and signed on behalf of
the United States of America and other parties to the North Atlan-
tic Treaty, having considered the same, reports favorably thereon
and recommends that the Senate give its advice and consent to
ratification thereof subject to seven declarations and four condi-
tions as set forth in this report and the accompanying resolution
of ratification.
